Founding Partners

Thomas R. Scott, III, President

Tom Scott has served as President of Arkansas CAMA Technology, Inc. since 1992. Currently, he serves on the Arkansas Board of Licensure for Professional Engineers and Professional Surveyors.  Scott is a past member and board chair of the Arkansas Appraiser Licensing & Certification Board.  He is a an associate member and past board member of the Arkansas chapter of the Appraisal Institute.  He has held various positions, including president, in the Arkansas chapter of the IAAO.  The chapter awarded Scott the Marvin Russell Award in 2000 and again in 2014 in recognition of his contributions to the assessment field.  Scott received his BS in Public Administration from the University of Arkansas at Fayetteville.  

 

Richard A. Carn, Executive Vice-President

Richard Carn has served as Executive Vice-President of Arkansas CAMA Technology, Inc. since its founding in 1992.  He is a member of the International Association of Assessing Officers. Carn is also a past recipient of the Marvin Russell Award, given by the Arkansas chapter of IAAO, in recognition of his contributions to the assessment field. He is a graduate of the University of Texas at Arlington and of the University of North Texas.

 

Phillip R. Scott, RES, Executive Secretary/Treasurer

Phillip Scott has served as the Executive Secretary/Treasurer of Arkansas CAMA Technology, Inc. since 1992. He is a member of the International Association of Assessing Officers, where he earned his RES Designation. He is a past recipient of the Marvin Russell Award, presented by the Arkansas chapter of IAAO, in recognition of his contributions to the assessment field in Arkansas. He has served in leadership roles as chairman of the Arkansas Legislative Task Force to study the Assessment Coordination Department and as Director, Ad Valorem Division, of the Oklahoma Tax Commission, among others. Phillip Scott studied at the University of Arkansas at Fayetteville.

Kelly Beaty, Vice President Appraisal Services

Kelly Beaty joined the ACT team in 1996, where he managed several roles before becoming a partner in the company. He is a past treasurer and board member of the Arkansas chapter of the International Association of Assessing Officers (IAAO). Beaty also holds the Reappraisal Manager Certification from the Assessment Coordination Department. Kelly Beaty attended the University of Central Arkansas.

 

Don Horton, Vice President Appraisal Services

Don Horton joined the ACT team in 1996 as Project Director. He is a board member of the Arkansas chapter of the International Association of Assessing Officers (IAAO). He also holds the Reappraisal Manager Certification from the Assessment Coordination Department. Don Horton attended Arkansas State University at Jonesboro.

 

Lee Ann Kizzar, Vice President Information Technology Services

Lee Ann Kizzar joined the ACT team in 2011, after completing her service as Washington County Assessor. She is a member of the International Association of Assessing Officers (IAAO). In addition, she carries the designation of Senior Appraiser, Level IV,  from the Assessment Coordination Department  and is a Certified Louisiana Associate Assessor (CLAA). Kizzar is a past president of the Arkansas Assessors Association, where she was presented with the Kenneth Eddy Memorial Award.  She is also a two-time recipient of the Arkansas chapter of the IAAO Assessor of the Year award. Lee Ann Kizzar is a graduate of the University of Arkansas at Fayetteville.

 

Cory Scott, Chief Operations Officer, DataScout, LLC 

Cory Scott joined our team in 2006, where he has served in roles for both ACT and its sister company, DataScout, LLC. His background is in biological and agricultural engineering, marketing, business  and appraisal services. Cory Scott is a graduate of the University of Arkansas at Fayetteville, where he earned both his undergraduate and post-graduate degrees.
